The RFL are not proactive, ie; they only react when an incident occurs, and usually brought to their attention by either an aggrieved party, or an outsider merely questioning the rules. With regards to Batley & Doncaster, they couldn't actually do anything as they had allowed the same event to happen the year before, and subsequently hadn't put into legislation rules to prevent it. Consequently if Keighly had taken the RFL to court they would have lost as a precedent had already been set, and so any challenge would have been thrown out of court. What is alarming, is the fact that I do not believe that that the RFL have amended the Constitution or rules of the game to cover the point in question, therefore leaving it open to any team to abuse the rules knowing that if push comes to shove they cannot be punished. It is easier to do it in the Challenge Cup preliminary rounds as the RFL know that any amateur club hans't got the finances or clout to take them on. Consequently, at tha moment there is a big devide on how professional clubs are dealt with under the rules of the game, compared to the amateurs. Even more concerning is that there appears to also be a devide in how SL Clubs are dealt with, for identical offences, compared to Championship Clubs.
Don't hold your breath for any change in the near future.
