if team A were winning 12-6 with 30 seconds to go then team B score to make it 12-10 then team B goal kicker kicks the sticks, one linesman holds his flag up and one holds it down and the camera angle cant tell if it went over or not what would happen?

the refs call if one linesman kept his flag down more than likely he would say the goal kicked missed

The ref has the final say, even if both touch judges agree its all down to what the ref gives.

One up, one down is Ref's decision

Both down - no goal

Both up - goal

Ref can't overrule on the last 2 scenarios if TJs are officially appointed ie he could overrule on a Sat afternoon when you get one of the club officials to do the job
