Hmm,

Reading between the lines its a smoke screen to get the max salary cap, how much will O'Connor be putting in i wonder LOL. Though it is a good idea for the fans.

This has been a system used in Australia for many years.   All the NRL clubs have membership schemes with thousands of members, certainly many thousands more than attend all the matches.    They also have what are called Leagues Clubs and the membership covers their entrance to those as well.
